Healthcare for Kids or Justice Just Out of Reach?

In December of 2010 Ruby de Luna of KUOW reported on a federal grant awarded to Washington state for the Apple Health for Kids program. Many hoped that the $17.5 million bonus would save the program from the budget chopping block.
